This paper presents a comprehensive assessment of the policy instruments adopted by Netherlands to reach carbon neutrality in its manufacturing sector 2050. The analysis illustrates strength combining strong commitment raising prices with ambitious technology support, uncovers pervasiveness competitiveness provisions, and highlights trade-off between short-term emissions cuts longer-term shift. Netherlands’ levy sets an price trajectory 2030, but is tempered extensive preferential treatment energy-intensive users, yielding highly unequal across firms sectors. country’s support focuses on cost-effective deployment low-carbon options, which ensures least-cost decarbonisation short run favours relatively mature technologies. offers recommendations for adjustments objective, including gradual removal exemptions, enhanced emerging technologies greater visibility over future infrastructure plans.
