Plebiscite Conundrum in Jammu and Kashmir

Since 1947 the expectation that fate of disputed former princely state Jammu and Kashmir would be decided by a plebiscite has been part narrative state’s history. Seventy-five years later, never held, remaining de facto divided between India Pakistan, both accusing each other illegally occupying territory controls, while significant proportion inhabitants maintain they have allowed their ‘right self-determination.’[1] This paper examines reasoning behind holding plebiscite, challenges unitary in where major regions differing allegiances aspirations reasons why was not held. It also explains successive governments Pakistan clung to notion whereas Indian long since is no longer necessary. Finally this will examine whether, changed demographic environment, with for over half time it ever united administrative unit, resolve issue or whether create more disaffection among disappointed minorities.
