The article focuses on a phenomenological study of political action. analysis includes three directions: the concept action, paradigms that determine actions, and purpose In I first use distinction between concepts “act” “operate.” “To act” means conscious, deliberate, rational contrast, “operate” to behave unconsciously, mechanically or automatically, passively instinctively. implications an “acting” “operating” person can be formulated in terms “freedom action” “coercion operate,” latter used as criterion for determining type social system, well evaluating correlated psychological state society.
