Tangerang Regency has an economic structure dominated by the industrial sector. Population distribution, settlement location and influenced land use patterns regional development levels in Regency. The objectives of this research are: to analyze level inequality factors that influence development; typology; evaluate consistency with Spatial Planning; formulate direction plan. method used are scalogram analysis, theil entrophy index cluster overlay descriptive analysis. results showed southern part region was higher than northern part. Factors percentage industry areas, value index, education health index. Concerning typology area, is agriculture, while settlements industries. inconsistency spatial plan found mostly region. Thus, first priority be located a low development, high value, plan, agriculture.
