Research objectives: To describe the role of head Office Religious Affairs and implementation marriage guidance program at Batumarmar Pamekasan Office. with a qualitative approach, phenomenological type. Sources data in this study were chairman, staff, bride groom. Data collection techniques used are interviews, observation, documentation. reduction processing techniques, presentation, drawing conclusions. Checking validity by continuous peer checking, as well triangulation sources techniques. The results study: (1) (a) dividing tasks, mobilizing, directing, guiding, coordinating programs to staff members, (b) monitoring evaluating (c) provide services field marriage, reconciliation sakinah families, (2) providing on meaning purpose terms pillars rights obligations husband wife, how resolve family conflicts, formation family.
