Options for improving the EU Emissions Trading Scheme (EU ETS) for aviation

The EU Emissions Trading Scheme (EU ETS) for air transport has been in force since 2012. Since 2013, CO2 emissions from flights within the EEA (European Economic Area = EU27 plus Norway, Iceland and Liechtenstein) have regulated by European ETS. In July 2021, a first proposal Commission review of current ETS published, as part its ‘Fit 55 package’, which shall then go through legislative process. This revision is likely to strengthen existing scope rules aviation – also considering interplay with CORSIA (Carbon offsetting reduction scheme international aviation), global civil aviation. challenges be addressed revised are manifold: inclusion aviation’s non-CO2 species (NOx, H2O, SOx, aerosols, contrails contrail cirrus), relationship between EU-ETS CORSIA, contribution 2030 GHG target commitment climate neutrality 2050 Green Deal), introduction incentives use sustainable fuels (SAF), potential taxation kerosene. paper discusses pros cons different options revising On this basis, recommendations will provided.
