Optimal On‑Ramp Metering of Urban Freeway Network for the Coronavirus Disease Control

The outbreak of COVID-19 disrupted our everyday life. Many local authorities enforced a cordon sanitaire for the protection sensitive areas. Travellers can only pass after tested. This paper aims to propose method design an on-ramp control scheme maximise urban freeway network throughput with predetermined queuing delay constraint at all off-ramps around sanitaire. A bi-level programming model is formulated where lower-level transportation system equilibrium predict traffic flow, and upper-level onramp metering optimisation that nonlinear programming. stochastic used represent waiting phenomenon each off-ramp testing conducted, heuristic algorithm designed solve proposed successive averages (MSA) adopted model; genetic (GA) elite strategy model. An experimental study conducted demonstrate effectiveness algorithm. results show methods find good optimal solution. These are useful operators determine disease prevention.
