Open government is a culture of governance that aims to transform how the public administration works and interacts with its citizens. A key element open capacity engage citizens stakeholders include their perspectives insights promote co-operation in policy design implementation. Stakeholder participation increases accountability; broadens citizens’ empowerment political influence; builds civic capacity; improves evidence base for policymaking; reduces implementation costs; support understanding need change fosters networks innovation policymaking service delivery (OECD, 2020).
