OP82 Patient Involvement In Health Technology Assessment

Introduction Patients are increasingly involved in the decision-making process for health technology assessment (HTA), but question of at what stage they can be is still controversial. In Kazakhstan, HTA began 2010. Over past 2 years, implementation a project to develop priority-setting tool based on evidence-informed deliberative processes has made it possible discuss participation patients HTA. We explored possibilities or patient-oriented group process. Methods Structured interviews were held with eight people interests Two representatives universities, two from group, experts HTA, and physicians. Interviews online by mobile phone Zoom 25–30 minutes. Question structures formed report ‘Patient Involvement Health Technology Assessment Europe 2010’. Seven stages considered. Results All participants partially completely agreed involvement identification prioritization. One did not agree their assessment, information production, internal external review, diffusion dissemination stages. Challenges patient related other commitments carers, lack financial affordability, conflict interest, capacity agency involve them. Five challenges being meaningfully technologies. These included understanding which institution makes decisions, finding an interlocutor within body, Other issues technical language difficulties, commitment decision-makers legal policy framework decision-making. Conclusions participate must first prepare level participation, measures reduce barriers such as obligations.
