In the paper unconstrained local controllability problem of finite-dimensional fractional discrete-time semilinear systems with constant coefficients is addressed. Using general formula of solution of difference state equation sufficient condition for local unconstrained controllability in a given number of steps is formulated and proved. Simple illustrative example is also presented.

In this paper we extend some basic results on the controllability and observability of linear discrete-time fractional-order systems. For both of these fundamental structural properties we establish some new concepts inherent to fractional-order systems and we develop new analytical methods for checking these properties. Numerical examples are presented to illustrate the theoretical results.

In the paper the positive linear discrete-time noncommensurate fractional-order systems described by the state equations are considered. Definition and necessary and sufficient conditions for the positivity, reachability and controllability to zero are given and proven. The considerations are illustrated by a numerical example.
