Moving reference point goalposts and implications for fisheries sustainability

چکیده

For many environmental indicators, the sustainable status can change because of changes in either monitored state or policy goal. Fisheries provide an intensively setting to investigate relative impacts such change. Key fisheries sustainability indicators comprise ratio between fishing pressure biomass and their respective reference levels. We developed a retrospective database population status, point reported reasons for all data-rich stocks ICES region. derived methods distinguish source (monitored goal) on status. found that points changed frequently (64% populations had changes) with varying magnitudes. Contrary expectation, were often not compensated by thus significantly impacting inferred dependent scientific advice. Across range life histories assessments, dominate revisions over full time series. Overall, before after no significant directional differences would suggest effecting movement towards away from sustainability. Although multiple factors have contributed changes, our results show definition technical basis estimation most important Recognizing are constant but rather form series is paramount quantifying present historical Properly documenting, justifying ongoing challenge.

Is climate change moving the goalposts for fisheries management?

Current evidence indicates that, compared with loss of biodiversity in freshwater and terrestrial ecosystems, the rate of loss in marine systems is relatively slow (N.K. Dulvy – Recent marine extinctions, this meeting). This is not a cause for complacency, and the rate of loss is probably underestimated, but it challenges us to explain why protection of marine biodiversity is an urgent concern,...

Moving the Goalposts∗

We study information as an incentive device in a dynamic moral hazard framework. An agent works on a task of uncertain difficulty, modeled as the duration of required effort. The principal knows the task difficulty and can provide information over time with the goal of inducing maximal effort. The optimal mechanism features moving goalposts: an initial disclosure makes the agent sufficiently op...

Moving the Goalposts

Atrial arrhythmias have for decades been recognized as a principal late complication of the Fontan procedure. A specific connection between the 2 was recognized soon after the procedure emerged as a standard clinical pathway for patients with single ventricle physiology. Intra-atrial reentrant tachycardia (IART) is a major cause of morbidity in the form of recurring symptoms and need for medica...

Moving to sustainability by learning from successful fisheries.

There are two diverging views of the status and future of the world's fisheries. One group represented largely by academic marine ecologists sees almost universal failure of fisheries management and calls for the use of marine-protected areas as the central tool of a new approach to rebuilding the marine ecosystems of the world. The scientists working in fisheries agencies and many academic sci...

Biocomplexity and fisheries sustainability.

A classic example of a sustainable fishery is that targeting sockeye salmon in Bristol Bay, Alaska, where record catches have occurred during the last 20 years. The stock complex is an amalgamation of several hundred discrete spawning populations. Structured within lake systems, individual populations display diverse life history characteristics and local adaptations to the variation in spawnin...
