Monetary Policy Implications of Central Bank Digital Currencies: Perspectives on Jurisdictions with Conventional and Islamic Banking Systems

Central bank digital currencies (CBDCs) promise many benefits but, if not well designed, they could have undesired consequences, including for monetary policy. Issuing an unremunerated CBDC or a wholesale does change the objectives of policy operational framework CBDCs can, however, induce changes in retail, and cross border payments that negative spillover effects on policy, through their money velocity, deposit disintermediation, volatility reserves, currency substitution, capital flows. Countries most vulnerable are those with banking systems dominated by small retail deposits demand deposits, low levels weak macro fundamentals. Proposed design features, such as caps holdings unremunerating can moderate disintermediation risks, but sufficient. banks will need to ensure unintended macroeconomic risks comprehensively identified mitigated.
