Measuring Resilience in the Assumed City

Abstract The malleable nature of both the idea a city and resilience raises an important question—why measure? Resilience is assumed to be located in physical infrastructure specific places or as quality people there. For disasters, we are often trying conceptualize, measure, render legible structures. But what it that reflected these measurements? If cities organized around something other than resilience, their natural by-product? What necessitating need for increased—and measured—resilience? Using interpretive policy analysis, explored five well known disaster frameworks (UNDRR’s Making Cities Resilient Campaign, UN-Habitat’s City Profiling Programme, World Bank GFDRR’s Program, Arup Rockefeller Foundation’s Index, 100 Cities) identify working definition “city” “resilience.” We conclude if demand become more resilient acknowledgment risk produced by globalized urbanization, then call itself indictment current state our cities.
