To address the manifestations of spatial injustices as illustrations territorial underdevelopment, I utilize divergent development framework that emphasizes centrality state to outcomes. By highlighting institutional practices, stress contribution both top-down and bottom-up agencies in making andpreserving some spaces a deprived condition despite agencies' declarative aim offering solutions reduce deprivations. Based on RELOCAL research material, ultimate article is make theoretical interpretation underdevelopment result neoliberal planning regime.
