The degree of infection and consequent deaths have differed vastly, but Covid-19 pandemic has spared no country. focus this article is not to analyse India’s success in responding global rather draw lessons from experience for effective public management other fields development. There seems be an emerging consensus that civil liberties matters. In a health emergency, the primary responsibility government balance foundation which paves way equity, welfare, individual group rights, smooth functioning democratic processes. Specific crisis, focuses on how crucial it broad free dialogue about liberties. Several countries are imposing some or form problematic restrictions during pandemic, leading changing societal scenarios negative manner. Therefore, highlights expertise new deployment enhanced role society stakeholders defence liberties, especially area social justice misinformation.
