Liberal land reform in Kazakhstan? The effect on land rental and credit markets

This study analyses the effect of Kazakhstan’s 2003–2005 agricultural land reform on rental and credit market participation. Although declared an intention to facilitate efficient allocation, we observe a major concentration. We analyze whether new relations stimulated sales markets made more accessible. Utilizing data from two independent surveys before after private ownership was introduced, demonstrate that did not affect but reorganized land-rental in top-down fashion with state remaining principal landlord. The achieve goal providing access for skilled producers little use owned as collateral. achievements are modest bolder steps will be necessary improve functioning markets.
