Abstract Workers whose jobs are affected by structural change and digitization required to continuously adapt their vocational skills the requirements of labor market. This adaptation is also essential for competitiveness employer firms. The German legislature addressed this issue with investive measures unemployment insurance, one which Qualification Opportunities Act (Qualifizierungschancengesetz). Funds taken from insurance can now be used provide financial help employers in a more direct way on broader scale than before. It became possible that not only unemployed individuals but workers companies receive state assistance. paper analyses extent citizens accept such public support programs further training principles justice they apply when assessing just amount subsidies.
