Human Governance Index for State Islamic Religious Councils in Malaysia

State Islamic Religious Council (SIRCs) in Malaysia were established for the social welfare under purview of state enactments an setting. Despite absence a profit motive, accountability must be upheld as it is set up to guardian resources so that trust stakeholders could obtained. SIRCs are expected uphold their ethics and values overall operations. However, number negative cases reported local media which has tarnished image SIRCs. Thus governors should managed human assets well. Human governance governors’ commitment improve employees’ ethical behavior organization through leadership, integrity fostered organization, training attended internal control been put place. The objective study examine whether Governance Index (HG INDEX) applied HG INDEX comprise 4 components (i) BOD Leadership, (ii) Level Integrity Index, (iii) Quantity Training (iv) Quality Internal Control System . Thirteen(13), 2019 annual reports used basis data collection. Based on findings, found highest disclosed index. Overall, index was low Governors can use findings increase transparency by focusing order gain public trust.
