Hukou Reform and the “Luohu” of Rural Migrants in Urban China

Along with a series of reforms the household registration, or hukou system, there has been sustained call for its to further integrate rural migrants into cities and sustain national strategy urbanization. Nevertheless, does still matter? Is it major obstacle inclusive development post-reform urban China? Recently, effect system become debatable topic. To address question, in this article, we examine “luohu” migrants, i.e., people who work and/or live city obtaining hukou, evaluate effects reforms. We argue, along improvement China’s social security both areas, as well increased rights cities, that gap between “value” is decreasing: boundaries set territories have diminished; meanwhile, intentions luohu declined. This dilemma indicates impact per se fading, which closely linked other policies such welfare pension systems. As such, promote integration Chinese focus should shift from registration more policies.
