How temporal discretion supports interagency coordination: Sweden's intersectoral fight against antimicrobial resistance

This paper advances a theoretical framework on the impact of time rules administrative coordination policies that deal with long-term, transboundary challenges. Its empirical focus is fight against antimicrobial resistance—AMR. The paper’s concerns how government agencies employ in so as to respond this open-ended policy challenge. To illustrate framework’s usefulness studies coordination, examines Sweden's intersectoral AMR. case study draws interviews and documents. findings give support argument, namely are more likely coordinate voluntarily if they have discretion setting administering coordinative rules.
