Hidden policy conflicts? Administrative strategies to manage depoliticisation

Abstract As a way to manage political disagreements over public policies, representatives might be tempted avoid open discussions by depoliticising issues—hoping that the conflict may eventually disappear. When decision-makers employ such strategies, it is up administration make priorities and unresolved policy conflicts. Earlier studies indicate there are at least two strategies administrators can ambiguities: (re)framing technical depoliticisation. This article reveals also third framing strategy: repoliticisation, where seek endow their areas with power connecting politicians work implementation of policies.
