Geographically Weighted Panel Regression (GWPR) model is a panel regression applied on spatial data. This research Fixed Effect Model (FEM) as the global and GWPR local for Human Development Index (HDI) regencies/municipalities in East Kalimantan Province data over years 2017-2020. The aim of this to obtain HDI data, well acquire factors that influence it. parameter was estimated each observation location using Least Square (WLS) method, namely Ordinary (OLS) with addition weighting. weighting calculated fixed bisquare, tricube, adaptive bisquare tricube. After selection process, optimum function tricube which provides minimum Cross Validation (CV) value 5.1419. Based testing, affect are diverse 10 Province. These labor force participation rate, number health facilities, Gini ratio, population growth open unemployment poverty gap index percentage food expenditure. coefficient determination obtains 94.36% RMSE 0.1221.
