Abstract Suppose a ‘fire’ breaks out in the digital realm. Which fire brigade would we call? Do sufficiently understand vulnerabilities? What should prioritize our fire-fighting efforts? powers do authorities have to minimize number of victims and limit damage? Are their commensurate for world? These questions take on renewed urgency when question is not limited domain but, left unchecked, has ability disrupt ‘real world’ undermine confidence public institutions. Answering these inevitably leads fundamental about role government, citizens businesses. themes are subject this report.
