The appropriate rating of software ecosystem health is to the benefit its sustainable development. method based on an expert panel with specialised knowledge reliable for health. Complexity often causes obstacles panels give ratings. Facing complexity, hierarchical criteria system provides evaluation guides multiple levels and perspectives. However, at present, effective group decision-making under remains a challenge. Thus, this article systematically investigates consensus reaching process health, which are two important components decision-making. To master situation all relationships pair-wise experts system, we construct evolution network. Then, further propose novel degree measurement design adjustment by utilising characteristics. For efficiently, there usually three ratings including sub-health ill-health.
