Examination of Efficiency Change of Provincial Hospitals in Azerbaijan with Malmquist Index

The level of development in health is an important criterion for countries. In a study aimed at measuring the performance system Azerbaijan on provincial basis, change efficiency 56 cities between 2015-2019 was analyzed with Malmquist Total Factor Productivity Index (MPI). As input variable, number hospital beds, workers and physicians were used provinces. values variables are figures per 10,000 people. output deaths infants (under 1 year old), outpatient clinics determined. 1000 average MPI scores provinces covered by 0.998 2015-2016, 1.002 2016-2017, 1.036 2017-2018 1.027 2018-2019. Out sample cluster provinces, (TFP) increased 36 (64.29%), remained constant (1.79%) decreased 19 (33.93%). Furthermore, TFP highest Qazakh (20.6%), Aghdam (12,7) Dashkesen (12,2). result study, it found that there increase productivity levels during time period when evaluated. For this reason, proposed to develop actions policies improving low-productivity allocate resources taking into account social needs.
