Does Health System Responsiveness Differ between Insured and Uninsured Outpatients in Primary Health Care Facilities in Asagirt District, Ethiopia? A Cross-Sectional Study

Background. An effective designation of health facilities improves the facility’s ability to respond patients’ legitimate expectations. Limited evidence exists regarding association between system responsiveness and financial fairness in Sub-Saharan Africa, particularly Ethiopia. The purpose study was, therefore evaluate among insured uninsured outpatients primary healthcare determine insurance outpatients. Methods. A facility-based cross-sectional was conducted March 30 April 30,2021. sampled 423 participants using a systematic random sampling technique, data collected with structured pretested questionnaires administered by interviewers. Responsiveness measured short version World Health Organization’s multicountry survey, which has seven dimensions including autonomy, communication, confidentiality, attention, dignity, choice, amenities. Using quantile regression, specific index examined, adjusting for sociodemographic, quality, satisfaction-related factors. Results. Of total 417 outpatients, 70.74% had insurance. There no statistical difference Possession not associated (−0.67; 95%CI: −1.59, 0.25). statistically significant negative relationship age (−1.33; 95% CI: −2.47, −0.19) 30–39 year olds (−1.66; −3.02, −0.32) 40–49 olds. However, there positive urban residence (+1.33; 0.37, 2.29), perceived quality (+2.96; 1.95, 4.05), patient satisfaction (3; 1.94, 4.07). Conclusions. All domains need further improvement, those more closely related concerns, such as waiting time get service choices providers. Furthermore, facility administrators government should enhance responsive services parallel improvement satisfaction, based on feedback from users better performance.
