Does Bureaucracy Diminish Inclusion? Evidence from a County Government

This article examines the influence of bureaucratic structure on a public employee’s sense inclusion. We argue that influences inclusion by accentuating or minimizing status differences. To test this argument, we investigate three types structure: centralization, hierarchy, and span control, all expected to lower inclusion, “green tape,” effective organizational rules, increase these expectations, use quantitative qualitative survey data, as well administrative data collected from employees 31 departments in county government Southeastern United States. Findings indicate higher centralization wider control reduce whereas green tape increases Hierarchy shows no statistically significant effect. The concludes with implications results sector design.
