Democratic police reform, security sector reform, anti-corruption and spoilers: lessons from Georgia

چکیده

The Georgian police reforms of 2004–2006 provide a rare case rapid, large-scale, successful security reform. Lessons from Georgia challenge mainstream approaches to democratic reform, security-sector and elements prominent critiques. These often emphasise democratisation sectors include multiple actors in policing By contrast, the process was top-down state-led. Failure democratise has meant have not curtailed political interference only partially reduced impunity but vastly corruption, improved trust been sustained. This achieved by government strengthening executive power, consolidating its control over sector, firing corrupt police, cracking down on organised crime. indicates that reform depend concentration state power tackle such domestic spoilers institutionalising before democratising factors are largely absent policy academic debates these topics.
