The defeat of Theresa May's Withdrawal Agreement in the British Parliament is often ascribed to prime minister's precarious situation and her inability negotiate a deal that satisfied domestic stakeholders. But contradictions Brexit were always going produce least-worst agreement patterns support for largely invariant changes its contents. Drawing on literature ratification, this article sets out an alternative explanation demise Agreement.
