As qualitative research, this article aims to critically engage on the level of scholarship by modern scholars for pursuing knowledge development in South African public administration. The also concludes that purpose peer review is evaluate and improve text if perceive their as criticise not critique scientific work areas improvement, they expose weaknesses biases, which does contribute improvement debates.
