We provide a detailed reconsideration of the theoretical basis for treatment Coulomb-nuclear interference (CNI) and corresponding thorough analysis procedure extraction basic parameters $\rho^{~pp}, \sigma_{tot}^{~pp}$ $B^{~pp}$ from TOTEM data at $\sqrt{s} = 13$ TeV. A more substantiated account CNI, as well an in-depth statistical low transferred momenta, give results that differ those published by collaboration.
