Biking where Black: Connecting transportation planning and infrastructure to disproportionate policing

This study asks whether deficiencies in transportation are associated with disproportionate policing Chicago using the case of cycling. I examine how number bicycle citations issued per street segment influenced by availability facilities and characteristics, controlling for crash incidence, police presence, neighborhood characteristics. Tickets were 8 times more often capita majority Black tracts 3 Latino compared to white tracts. More tickets on major streets, but up 85% fewer when those streets had bike facilities, which less prevalent neighborhoods. not injury-crashes inversely vehicle injury-crashes. Infrastructure inequities compound effects racially-biased context safety strategies. Remedies include removal traffic enforcement from safe systems strategies equitable investment
