A series of disasters, from the 2004 Aceh Tsunami to 2009 Padang Earthquake, has changed paradigm urban development in coastal areas Indonesia. District or City Regional Regulations concerning Spatial Planning finally oblige disaster mitigation by constructing evacuation roads. The attraction Evacuation Road (TES) which was built with a relatively wide size city, makes road favourite route for motorists. increased vehicular traffic also triggered addition number new commercial buildings along road. Indonesian Capacity Manual 1997 roads is used as reference analysis service performance these sections. rapid increase volume and side-road disturbances have resulted relative decline short period. active role government minimizing body side disturbances, maximizing implementation management control land-use changes are options.
