Assessment and Actions to Support Integrated Water Resources Management of Seville (Spain)

Abstract Integrated Water Resources Management (IWRM) of the city Seville, Spain, located in southern Guadalquivir River Basin is assessed applying blueprint approach (CBA). The trends and pressures framework identifies five major indicators reflecting ‘concern’ for Seville’s urban water management: heat island effect, drainage flooding, river peak discharges, unemployment rate economic pressure. results indicate increased daytime night-time temperatures flooding due to sealed soil, rise from regional precipitation under climate change. financial are driven by high low per capita income compared other cities assessed. three categories ‘poor’ performance management Seville: infrastructure, solid waste adaptation. An aging sewer network, operational cost recovery combined-sewer overflow systems dominate. Solid characterized generation, recycling minimal energy recovery. percentage green space low, but growing. Governance Capacity Framework conditions ‘limited’ governance scarcity: awareness, useful knowledge, continuous learning, agents change viability. assessment reflects a citizens’ sense urgency. Integrating citizens stakeholders more participative will result awareness efforts required face scarcity, renewal infrastructure blue index (BCI) Seville 5.8/10, placing it highly among Mediterranean cities, top 20% 125 worldwide. Application CBA resources allows clear definition resource challenges first step becoming ‘water smart’ city.
