As War in Ukraine Upends a Quarter Century of Enduring Arctic Cooperation, the World Needs the Whole Arctic Council Now More Than Ever

Advance Online Article published December 16, 2022 The Arctic Council, formed in 1996, is a unique organization, with legitimacy that extends across the entirety of Circumpolar World, representing diverse mosaic states and Indigenous Peoples united their efforts to protect fragile ecosystems, environments, communities. Council has nurtured an impressive enduring consensus among its ecosystem asymmetrical actors for over quarter century. But all changed on March 3, 2022, when Council’s seven democratic member (the A7) announced historic “pause” participation protest Russia’s invasion Ukraine. This was not first time tensions Russian aggression Ukraine strained track record circumpolar unity; 2014, after assault upon Ukraine, United States Canada jointly boycotted Moscow-hosted meeting Task Force Action Black Carbon Methane (TFBCM), but soon thereafter rejoined fellow members spirit cooperation. While actions are reprehensible, boycotting while Russia held rotating chair closed off important off-ramp defuse rising international between NATO. Indeed, portion represents fully half issues facing Arctic—of which climate change perhaps most pressing stakeholders, small large—cannot be paused. There no half-way solutions future Arctic, whether it’s peacetime or wartime—the stakes simply too high.
