The research aims to examne the budgeting that applied in public sector. sample used was one of schools there Surabaya. In this research, type data is primary which obtained directly from informants and supported by secondary budget reports school realization. analysis technique reduction validity test through field interviews documentation studies. That making realization budgets on 5 Surabaya education have been running. Will do well obeying rules set governor east Java.
