An Emergency Port Decision-Making Method for Maritime Accidents in Arctic Waters

The complex and variable hydro-meteorological conditions in Arctic waters scattered limited port infrastructures pose a great threat challenge to emergency search rescue. It is crucial determine an available effective for rescue the event of maritime accident occurring waters. In present study, directed-weighted network consisting nodes accident-prone areas developed based on theory. For this, are identified by using K-means clustering algorithm historical data; determined screening location scale; weights edges between characterized terms ERT (emergency time) PEC (port capacity), PECs different ports along acquired entropy-weighted TOPSIS.
