The current stage of social development is characterized by natural and technological changes, the consequences which can lead to both global local shocks, taking character institutional crises, emergencies, catastrophes. Anti-crisis measures, post-disaster recovery concern all aspects life, include macro level daily way life population. effectiveness any measures developed subjects environment directly related population chooses adapt them: accepts – ignores rejects purpose analysis in article identify personal characteristics, external factors, positions preferences associated with choosing priority ideas about ways ensure security crisis conditions or professionals structures. empirical basis data 27th wave all-Russian monitoring economic situation health carried out on a representative sample, from respondents aged less than 18 years have been removed. selected indicators are grouped into several blocks: socio-demographic characteristics respondents; adaptive capabilities; values; security; attitude environment. undertaken revealed number similarities differences between target groups formed according criterion accepting restrictions rights freedoms for sake ensuring public safety. Interpretation results obtained allows us assert that resources “reformatting” initially declared non-acceptance environmental requirements adaptability, growth trust, closer cooperation decision-making entities, significant increase responsibility relation laws.
