Abstract Although a growing number of NGOs are combining humanitarian and development activities, it was long the case that action isolated from discussions practices in world development. The work saving lives deemed to be guided solely by principles, on accountability were rare. In 1990s, standards initiatives arose recognition organisations not accountable affected populations. This article aims take stock sector. It builds theory distinguishing upward, sideways, downward accountability, incorporates formal informal forms accountability. is based empirical research Myanmar, Afghanistan, Sierra Leone. first part outlines history sector, including an timeline, discusses current trends performances around towards displaced people, minorities, other recipients aid. then presents findings three countries. concludes calling attention everyday politics widening arena, differential demands international national aid providers, crucial importance sideways bring next level.
