A Treaty for the Rich and Politically Loyal? Explaining the Bilateral Center-Region Treaties in Post-Soviet Russia

Abstract This paper studies the signing of bilateral treaties between federal and regional governments Russia in period 1994–1998. Fuzzy-set Qualitative Comparative Analysis 64 cases suggests that by exchange for political support President Yeltsin built a broad coalition with subnational leaders. strategy allowed to win 1996 presidential election but, long run, contributed preservation authoritarian enclaves Russia. The results are line argument consolidation during 2000s was deeply embedded center-region relations 1990s.
