A Quantitative Assessment on Ecological Compensation Based on Water Resources Value Accounting: A Case Study of Water Source Area of the Middle Route of South-To-North Water Transfer Project in China

As an economic means to adjust the contradiction between ecology and development, ecological compensation plays important role in promoting good operation of interbasin water transfer projects sustainable development regional economy. The accounting is key difficult point as well basis policy practice. Watershed based on resources value early exploration field research, calculation needs consider both quantity quality comprehensively. Taking source area Middle Route South-to-North Water Transfer Project (SNWTP) example, this article tries establish payment standard watershed from perspective value. results show that: 1) six core regions has shown overall upward trend since 2000, northern have demonstrated higher than southern regions. 2) LSTM neural network model used forecast 2020 2022, it found that would increase next few years. 3) price predicted range 0.5–1.5 yuan/m 3 amount forecast. Based above conclusions, puts forward suggestions system line with perspectives legislation, allocation amount, introduction market mechanism.
