I argue that measurements of Au+Au collisions at 20, 130 and 200 GeV of the centrality dependence of the mean pt together with pt and net-charge fluctuations reflect the approach to local thermal equilibrium. PACS numbers: 25.75.Ld, 24.60.Ky, 24.60.-k

This work address a number of fundamental issues and concepts related to local thermal non-equilibrium and the heat flux bifurcation phenomenon in porous media. Different types of heat flux bifurcation phenomenon are discussed in relation to previous works by the authors.

Partially ionized plasmas corresponding to different ionization degrees are derived and connected one with each other by the diffusion approximation methodology. These plasmas are the following electrical discharges: a thermal arc discharge, glow discharges in local thermodynamic equilibrium -LTEand in non-LTE, and a non-LTE glow discharge interacting with an electron beam (or flow).

We present a dynamical description of slow relaxation processes based on the extension of Onsager's fluctuation theory to systems in local quasi-equilibrium.
