Anisotropic Besov spaces (B-spaces) are developed based on anisotropic multilevel ellipsoid covers (dilations) of R. This extends earlier results on anisotropic Besov spaces. We show that a smooth projective variety admits a Chow-Künneth decomposition if the cohomology has level at most one except for the middle degree.
