This paper analyses the general equilibrium implications on public education policies in an economy with heterogeneous agents, human capital investment and capital-skill complementarity. Human capital is accumulated through private and public education inputs. Workers choose between being goods workers or human capital workers and are taxed to support public education. The government hires huma...
A variety of parametric and semiparametric models produce qualitatively similar estimates of government policies’ effects on income distribution and welfare (as measured by the Gini, standard deviation of logarithms, relative mean deviation, coefficient of variation, and various Atkinson indexes). Taxes and the Earned Income Tax Credit are an effective way to redistribute income to the poor and...
This study examines the stages of development for county-level e-government implementations in the United States for 344 randomly selected websites. Population size, poverty levels and income levels were examined. Results indicate that most counties have some form of e-government but counties with smaller populations are more likely to have only an online presence with no citizen interaction.

This debate has broadened the definitions and goals of development but still needs to define the important interrelations between human development (HD) and ...
Using a general equilibrium model with endogenous policy, we explore how heterogeneity affects wasteful lobbying by sectoral interest groups. With the help of a simulation approach, we first investigate the impact of information heterogeneity on how lobbies react to a shift from a soft to a strict government budget constraint. Next, we examine how lobbying is influenced by heterogenous percepti...

We show that first advantage of the double dividend theory depend...
