民主主義は今、大きな岐路に立たされている。民主主義の機能不全ともいうべき兆候は、1980年代以降に国内外で現れ始めた。国政選挙への参加である選挙投票率の顕著な落ち込みがそれである。これと並行して権威主義が勢力を伸長するようになった。権威主義は民主主義よりもコロナ対応に効果的であるというデータに基づいて、民主主義のたそがれ時が訪れたとする議論が勢いを増している。しかし、権威主義とコロナ禍対応の有意な関係は見せかけの相関に過ぎない。なすべきことは民主主義のアップグレード、すなわちデジタル民主主義の構築である。本稿では、その要となる方法として、「二次の投票」と合意形成のプラットフォームである「Pol.is」を取り上げ、民主主義の新たな地平を素描する。
