都市計画マスタープランは計画期間が長期にわたり，また事業の不確実性が高いため，進捗を管理するためのPDCAサイクルマネジメントが重要となる．マスタープランにおいて計画された事業の効果を定量的に把握するためには，可能な限り行動原理と整合的な客観的な政策効果予測モデルの活用が不可欠である．本研究では人流や産業毎の詳細な分析が可能な構造をもった，CUE（応用都市経済）モデルを構築し，都市計画マスタープランを対象としたPDCAサイクルマネジメントのためのツールとして提案する．またハノイ都市圏のMPを対象にしたケーススタディを行い，本研究で提案するCUEモデルの妥当性やその意義を検証し，モデルを実務に利用する際の課題を確認する．
