The El Niño-Southern Oscillation (ENSO) and the variability in the Pacific subtropical highs (PSHs) have major impacts on social and ecological systems. Here we present an Atlantic capacitor effect mechanism to suggest that the Atlantic is a key pacemaker of the biennial variability in the Pacific including that in ENSO and the PSHs during recent decades. The 'charging' (that is, ENSO imprintin...
founded in 1739, is an independent organisation whose overall objective is to promote the sciences and strengthen their influence in society. The Academy takes special responsibility for the natural sciences and mathematics, but endeavours to promote the exchange of ideas between various disciplines.
Using the Mandelstam-Tamm method we derive time-energy uncertainty relations for neutrino oscillations. We demonstrate that the small energy uncertainty of antineutrinos in a recently considered experiment with recoilless resonant (Mössbauer) production and absorption of tritium antineutrinos is in conflict with the energy uncertainty which, according to the time-energy uncertainty relation, is...
This article discusses the main features of the national health research systems (NHRS) of Argentina, Bolivia, Brazil, Chile, Costa Rica, Cuba, Ecuador, El Salvador, Honduras, Panama, Paraguay, Peru, Uruguay, and Venezuela, based on documents prepared by their country experts who participated in the First Latin American Conference on Research and Innovation for Health held in April 2008, in Rio...
OBJECTIVE To generate normative data on the Boston Naming Test (BNT) across 10 countries in Latin America, with country-specific adjustments for gender, age, and education, where appropriate. METHOD The sample consisted of 3,779 healthy adults who were recruited from Argentina, Bolivia, Chile, Cuba, El Salvador, Guatemala, Mexico, Paraguay, Peru, and, Puerto Rico. Each subject was administere...
We compute the temperature, voltage, and magnetic field dependences of the conductance oscillations of a model interferometer designed to measure the fractional statistics of the quasiparticles in the fractional quantum Hall effect. The geometry is the same as that used in recent experiments. With appropriate assumptions concerning the relative areas of the inner and outer rings of the interfer...
Neutrino physics has entered an era of precision measurements. With these precise measurements, we may be able to distinguish different models that have been constructed to explain the small neutrino masses and the large mixing among them. In this talk, I review some of the existing theoretical models and their predictions for neutrino oscillations.
We report an experimental study of atomic motion in the Bloch band of a periodic potential. Our system consists of cold sodium atoms in a far detuned standing wave of near resonant light. We prepare the atoms in the lowest motional band, and then impose phase modulation in order to drive interband transitions. We observe Rabi oscillations between the first and second band as a function of modul...
In the recent years neutrino experiments have studied in detail the phenomenon of neutrino oscillations and most of the oscillation parameters have been measured with a good accuracy. However, in spite of many interesting ideas, the problem of flavor in the lepton sector remains an open issue. In this review, we discuss the state of the art of models for neutrino masses and mixing formulated in...
A coupled ocean-atmosphere data assimilation procedure yields improved forecasts of El Niño for the 1980s compared with previous forecasting procedures. As in earlier forecasts with the same model, no oceanic data were used, and only wind information was assimilated. The improvement is attributed to the explicit consideration of air-sea interaction in the initialization. These results suggest t...
