We present a technique for fabricating realistic breast phantoms for microwave imaging experiments. Using oil-in-gelatin dispersions that mimic breast tissue dielectric properties at microwave frequencies, we constructed four heterogeneous phantoms spanning the full range of volumetric breast densities.
