The authors present the design of precedence based bandwidth management and pricing extensions to proxy server software for controlling Internet communication in an intelligent and adaptive manner. Proportional fairness and congestion avoidance disciplines are examined as flow control mechanism. The proposed proxy server is designed to preemptively alleviate Internet congestion.
