Twenty-five years ago, Uwe Reinhardt pointed out that sheer bureaucratic waste, particularly in the private sector, accounted for much of the extraordinarily high cost of American health-care. Last year an expert panel of the Institute of Medicine reconfirmed his point, estimating that in 2009, administrative waste accounted for $190 billion out of a total of $765 billion in various forms of wa...

This paper creates a pseudo cohort of individuals who left school in the mid-1990s, using Labour Force Survey. The extent of low achievement at school amongst this group is documented, and then the impact of such low achievement on labour force status is estimated. The main focus of the paper is then to investigate to what extent unqualified school leavers can improve their labour market status...

Numerous government surveys of natural resources use Post-Stratifi cation to improve statistical effi ciency, where strata are defi ned by full-coverage, remotely sensed data and geopolitical boundaries. Recursive Restriction Estimation, which may be considered a special case of the static Kalman fi lter, is an attractive alternative. It decomposes a complex estimation problem into simple compo...

Considerations of risk and vulnerability are key to understanding the dynamics of poverty. This study conceives vulnerability as expected poverty and illustrates a methodology to empirically assess household vulnerability using pseudo panel data derived from repeated cross sections augmented with historical information on shocks. Application of the methodology to data from rural Kenya shows tha...

Pseudo-BL algebras and pseudo-effect algebras arose in two rather different fields: fuzzy logics and quantum logics. In this paper, by introducing the notion of pseudo-weak MV-effect algebra which is non-commutative generalization of weak MV-effect algebra, we investigate the mutual relationship between pseudo-BL algebras and pseudo-effect algebras. We prove that dual pseudo-BL algebra under ce...

In this paper,  pseudo-amenability and pseudo-Connes amenability of weighted semigroup algebra $ell^1(S,omega)$ are studied. It is proved that pseudo-Connes amenability and pseudo-amenability of weighted group algebra $ell^1(G,omega)$ are the same. Examples are given to show that the class of $sigma$-Connes amenable dual Banach algebras is larger than that of Connes amenable dual Banach algebras.

Long-term use of medical imaging devices requires significant improvements to the user experience. One factor that impact upon such experience is whether the device is ergonomically built, ecologically designed, and leverages the current medical practice. In this research, we took a holistic and systematic approach to design an effective and biomechanically-fit ultrasound system. Research metho...

Quantifying the quality of a video or audio transmission over the Internet is usually a hard task, as based on the statistical processing of the evaluations made by a panel of humans (the corresponding and standardized area is called subjective testing). In this paper we describe a methodology called Pseudo-Subjective Quality Assessment (PSQA), based on Random Neural Networks, which is able to ...

Using pseudo-panel data, we estimate the structural parameters of a life—cycle consumption model with discrete labor supply choice. A focus of our analysis is the abrupt drop in consumption upon retirement for a typical household. The literature sometimes refers to the drop, which in the U.S. Consumer Expenditure Survey we estimate to be approximately 14%, as the “retirement— consumption puzzle...
